Does this account for time zones?
No — both times are treated as being in the same time zone. If you're comparing times across zones, convert one of them to match the other's zone before entering it.
What happens if the end time is before the start time?
The duration mode shows the absolute difference and flags that the order was reversed, so you can tell at a glance if the dates need swapping.
